[SOLVED] 16GB of RAM detected, 16GB usable, but computer is capping at 8GB

Hello everyone - I'm having a doozy of a problem with RAM and after significant troubleshooting, I haven't gotten anywhere. CPU-Z and Windows detects 16GB of RAM (15.9GB usable) but at around 7.5GB (or a lot less!) of used memory in my task manager Windows reports ~95% RAM usage. My computer really slows down around there even though I should have lots of additional RAM available. Unfortunately, I'm not sure when this started.

RAM Model: Corsair Vengeance 16 GB (4x4 GB) CMZ8GX3M2A1600C9
Two sticks were bought in 2016 and two sticks in 2018. I made sure they were identical.

What I have done:
Re-seated RAM and changed the order just in case
Ran memtest86+ on each stick individually - they all came back with zero errors
Looked for memory leaks with Poolmon. There is nothing significant there
Looked in my UEFI for settings recommended online. I couldn't find the settings in my UEFI
Went to this link https://windowsreport.com/windows-10-isnt-using-all-ram/ and ran through the list. The only thing I haven't done is update my UEFI

Solution
I would do this--remove one of your memory modules and see if it starts having issues still at 8GB or earlier. That might give a clue as to what is going on.

You could try to use msconfig to enable the use of all the ram,it is pretty weird though if it just happened out of the blue.

Oops - I forgot to mention that I went through that list. The only item on that list I haven't tried is updating my UEFI.

The problem is that I don't know if this started out of the blue or whether it's been like this since upgrading. It's pretty sad that I never checked.
