16GB of ram, task manager only using 7.9GB

Task manager is recognizing my 16gb ram yet only utilizing 7.9gb of it. I checked the bios and both sticks show up in slots a2 and b2 as the motherboard states to use for dual channel support. I have tried all slots and nothing changed. If anyone has ever encountered this problem and may have a solution it would be greatly appreciated as I believe my pc is crashing due to not having enough ram. http://
 
Task manager will display the amount that Windows and assorted applications that are running are currently using...

It does not just use it all arbitrarily simply because it is available...

For example, my task manager on Win10 Pro shows 6.1 Gb of 32 GB utilized with one Chrome tab open and normal background tasks (OneDrive, DropBox, Asus Web Storage, Google Drive)...normal

As you open more tabs in a browser, more applications, more and more RAM will be utilized...

Ran a ram tester(memtest64) and my pc maxed at 8gb ram and never used the other 8gb... Didn't recognize the other 8gb at all.
