16GB Ram (7.93 Usable)

I have just built my computer about 1 week ago, and I have realized that in my "System" information, it says that I have 16GB of DDR4 Ram, so it is recognized which leads me to believe that it is a configuration error/fix, but it also shows up in parentheses that only 7.93GB of it is actually usable. I have Corsair Vengeance LPX 3000MHZ RAM, and a Ryzen 7 1700 CPU. My Motherboard is the Asus x370-Pro, which was paired with the CPU cooler and the CPU. My GPU is the Gigabyte GTX 1080 8GB, which at first led me to believe that the Graphics Card was taking away from my System RAM, which put me off of making a post about it for quite a while, but then learning from a friend that that was not true, I decided to get what I paid for. I am running Windows 10 64 BIT!
