Question 16gb ram 8gb reserved

hi, my pc has 16gb RAM, but it is only showing 8gb active.

Windows 10 Home 64-bit
CPU
AMD Ryzen 5 1600
RAM
16.0GB Dual-Channel Unknown @ 1064MHz (15-15-15-36)
motherboard
ab350 gaming.

no clue what the problem is, ive tried a few solutions but nothing has worked.

turn on xmp/docp memory profile in bios

i have tried XMP but it still shows up as 8gb reserved
i also tried system configuration, but that hasn't worked either
