16gb Ram Chip Not Working

I have two computer builds which I have tried to install a 16gb ram chip, and in both cases the system would not load to the bios screen.

My first computer is:
Motherboard: ASRock Fatal1ty 990FX Killer
CPU: FX-8320 Vishera 8-Core 3.5GHz

Second Build is:
Motherboard: ASUS Crossblade Ranger
CPU: A10-7850k Quad-Core 3.7GHz

I have purchased two 16GB ram chips from newegg.com, their specifications are:

Manufacturer: Approved Memory
Capacity: 16Gb
Type: 240-Pin DDR3 SDRam
Speed: DDR3L 1600 (PC3L 12800)
Voltage: 1.35V

Is there a way to make these ram chips work with either of my computer builds, if not is there a way to get the maximum memory capable out of both my builds, which is stated in their specifications to be 64Gb.

I think you purchased the wrong parts. The "L" at the end of the DDR3 is low voltage. I don't think eigher of those motherboards support low voltage DDR3.
If you want 64GB you should buy a 64GB matched set of 4 DIMMs. That is going to be the most stable way to achieve that RAM.
