16Gb Ram installed only 8Gb usable

So recently I had installed a couple of 4gb ram sticks that I had laying around to help improve load time and other things. When I started up the computer it was reading that there was 16gb of ram installed, but only 8gb was usable.

Motherboard: MSI 970 Gaming
CPU: AMD FX-4350 @ 4.20 GHz
Ram Installed: 16GB (4x4gb)
Graphics: gtx 1060 @ 6GB Vram


Note: I also tried the ram on my "test bench" (just a few parts laying around)
Motherboard: aahd3-hb
Cpu: A8-3800 series @ 2.40 GHz
Ram Installed 16GB (the same 4x4Gb)
Graphics: gtx 740 (was just a graphics card i had around

When I tried it in this setup it was showing all 16gb of ram

open resource monitor and then memory tab. does it see all the ram?

Buying cheap memory that has never been tested together likely has no guarantee that four modules will work together. I suggest you check the warranty terms.

I suggest buying a single kit from a reputable manufacturer.

Yes, https://imgur.com/a/sdc5a It shows all 16gb, though half of it is hardware reserved
