16gb ram only 8gb installed.

I recently had x2 4gb corsair vengeance ram sticks installed on my computer working fine, one day I noticed my computer was abit slackish so I checked the system information and it only showed 4gb installed. I assumed 1 of the sticks wasn't working so I brought a new 16gb kit to now find only 8gb is installed (Dual Memory) I cannot start the pc with only 1 stick in which makes me believe its not the PCI slot. But I would just like some information.

It's an amd FM2A68M-HD+ motherboard, and if I'm gonna be honest I'm not sure what you mean by dram item numbers. They're [CML16GX3M2A1600C9] Corsair CML16GX3M2A1600C9 Vengeance LP 16GB (2x8GB) DDR3 1600MHz DIMM Kit if that's what you mean.

They're a dual kit 8gb+8gb don't work with just 1 ram stick in. Will boot with 2 but only 1 is found.

When opening bios, some restarts it will be slotA that's not working then after a few more restarts it might be slotB. There's only 2 slots on my motherboard. Also it might be good to note that is says 'single channel mode' rather than dual. Despite the ram sticks being a dual.
 
Do the test:
  • remove all ram modules first.
    get #1 ram module and put in #1 slot, does pc boot?
    put the same #1 ram module in #2 slot, does pc boot?
    remove all ram modules.
    get ram module #2 and put in #1 slot, does pc boot?
    put the same #2 ram module in #2 slot, does pc boot?
If your pc doesn't boot with #1 ram module in any slot, then module #1 is broken (same for #2 ram module).
If your pc doesn't boot with any ram module in slot #1, then slot #1 is broken (same for slot #2).

Note - installation of ram modules should be done with power disconnected and take precautions to avoid electrostatic discharge

That's not true.
Dual channel kit means, that those modules have been tested and working in dual channel configuration. Dual channel is not a requirement for them to work. They can work independently also.

I assumed it was the motherboard but I just got a brand new one replaced (same model) And still. PCI Slot 1A isn't finding any ram. Is there any chance ive some how disabled it in the bios etc and if so how do I fix this.
