16gb RAM only 8gb recognised on 4x4 set up

Hi, so I've seen these kind of threads lots of times but I haven't got my other 8gb of ram to work. They appear on resource manager and task manager as present but I can only use 8gb. I have:
Win7 Ultimate 64bit
4x4gb corsair ram 1600mhz 1.5v
i5 4690k
gigabyte z87x-sli (Latest BIOS) Memory Clock set to 1600mhz in bios.

I read this thread but I already have my clocking on 1600 and its still not working. I had 8gb before so I just added same set of ram to have 16gb.
I haven't played with the voltage as I don't want to do anything wrong.

The memory box thing in msconfig was unchecked as well.
 
Solution
You are mixing sets of DRAM, no guarantees when doing so, even with same exact model... DRAM is programmed by the number of sticks in the packages - try raising the DRAM voltage + 0.05
Well I've been fighting another problem to do with the new RAM before this which was the infinite loop boot thing after putting the new RAM in. I installed latest BIOS, put just the new ram in, then the old ram and it finally booted normally. Now it appears that I have 16gb of ram but only 8 is usable. I will try changing around the slots in the morning. Btw I read on some forums that gigabyte z87x motherboard used to have issues when using all 4 RAM slots but that was back in 2013.
 


Well that seemed to have fixed it. Only thing is that I had no option to change it by 0.05 my next available option was to set it to 1.560 so +0.10. So I set it to that voltage. Hopefully no blue screen for me.
 


EDIT: When windows loaded it said all of it was available but when I launched ARK Survival it capped at 8gb again. Is it because some RAM is allocated to GPU? How do I deal with that.
 


GPU-Z shows all 4 RAM correctly but it says their voltage is 1.50 unless its showing its native voltage. In BIOS the voltage is 1.560.


EDIT!!! Its working fine now. Turns out the box in msconfig was checked again. So the RAM is working now fine.
