16gb ram or quad core processor?

Well I want to get my game on but I'm running low on funds thx to the graphics card I'm buying so I have a choice. Stick with 4gb ram and buy a quad core (can someone tell me the best cpu for socket t/775) or get 16gb ram and stick with the core 2 duo vpro e4800 3.0ghz

EDIT: which one would better for gaming/recording/live streaming

ok..look..
If you are still on LGA775 platform, especially DDR2 LGA775 platform.
Any cent you spend on this platform can be considered as waste of money unless you are really good at finding cheap stuffs.
The best option is to find the cheapest C2Q you can find, it does not matter if you can find Q6600, Q8200 or any other Quads. The performance difference is not really worth the money if you have to spend a lot.
At the same time, try to pump up your RAM to 8GB too. Do not spend too much on finding the most powerful C2Q you can find. It is better to split the money between the cheapest Quad and the RAM upgrade.
Try not to exceed USD100 for your total cpu+RAM upgrade.
Save your money for a bigger overhaul in the future.
Look for QX9770 (expensive and doubful), Q9600 should be somewhat reasonable and overclockable too. You can use www.cpu-world.com and look up LGA 775 quad cores for more options.. There are a bunch. If the numbers are between the 9770 and 9600 they will work nicely too..
 

Well I found a relatively good cpu for 100$ The core 2 extreme QX9650 which overclocks to 4.2ghz that's good enough for gaming right?

Both are same CPU with QX9770 having 200 Mhz higher clock. If you can get that QX9650 for $100 then its not a bad deal and you may add 8GB of RAM and a good graphics card can give you a decent gaming performance provided you overclock the CPU.

Solution
The Q8400 seems like a good deal especially since you can usually overclock the crap out of them.. What exact motherboard do you have? As others have said it is not worth dumping a ton of money into a system that is 7 generations or more out of date.. The big kicker will be if you have to use DDR2 or DDR3.. DDR2 will cost you..
