Question 16GB vs 32GB of RAM for Video Editing?

I plan on buying a computer in the next few days and the price jump in ram from 16GB to 32GB will add an extra 121$ (broke college student here, 121$ matters. That's like a weeks worth of food). That said I do plan on editing 4k videos that will be around 4-5 minutes long using the RAM eater Adobe After Effects. I don't mind if I can only have AAE open with no usage of background applications, but I do care if I only have AAE open and it's still stuttering and laggy. Will 16GB suffice? Thanks!

What is the rest of system specs?

For content creation/productivity and video editing on that level a must have is an i7 or equivalent AMD, if not a must have it's a plus, as opposed to weaker CPUs.
