16gb vs 8 gb ram

The slower 16GB is much better IF you use more than 8GB of memory. Otherwise the faster 8GB memory is better.

So it really depends on your usage.

say if i'm rendering a 1080p 60 fps video would the 16gb of ram at 2133 mhz be faster than 8 gb of ram at 3200 mhz

Kinda depends on settings and the video, but generally I'd go for 16GB.
