16mbps internet speed, less than 1mbps upload speed

I raised my internet speed today to 16mbps, i do not understand very much the difference btw internet speeds, but i was hoping i will be getting at least 1mbps upload speed.
my current upload speed is : 0.70 max, and my download speed is: 11.50 max
is this right, or it should be higher, at least the upload speed!
i have renewed my router, and cables

Most providers limit upload speed so that you can't run a server from your house.

Because of distance, cable conditions, etc it is common that you will not get the full speed that your provider advertises.

Usually (In Denmark at least) most ISP's will provide up to a certain speed.
That means that I'll usually get lower speeds in the middle of the day, and higher later on the night.

I'm not sure that's your situation, but that might clear it a little.
