1700x getting 800 cinebench scores

I have R7 1700x on msi x470 carbon pro with a GTX 1080.

3.9gz vcore 1.4 2933 corsair RGB vengence. 3 bank water cooler, 43C stable temp

I am getting anywhere from 550 to 800 on cinebench. CPU-Z showing 3.9 full time, not seeing the 1.5gz bug

Update: I cleared CMOS and ran a 1400 on stock bare bones config. When i went to Over clock back up to 3.9 dropped to 700 again. Reset Cmos again tested barebones again ran 600s..... Have reset and tried every type of config in bios and with ryzen master cannot get above 800.

is this an all-new system with all new components? what storage devices?

basically 2 months old. 1tb SSD storage to answer the question.

I think i have found the issue. it appears the ram i ordered is not the ram i received. the sku is slightly different then the sticks I was supposed to be purchasing. looks like the R15 version of my ram is compatable but the R16 is not. after digging around and deciding to check compatibility on my ram, the ram i am using is working, but its not compatable resulting in a very low frequency on my ram.

I am going to buy some new sticks and hopefully that fixes the problem. The really odd thing at this point is the 1 solid run that I did get, like what was going on there....

Update: New Ram from same issue gettting mid 700 scores temp never goes over 58C
