1768x992 resolution can only display 30 fps?

I have a 1080p 60Hz television, however TV stations only play in 1080i. Anyway, I'm "borrowing" a GTX 670 and when I use the TV as a monitor and set the resolution to 1080p, everything is slightly too big. The only way I can see everything is to set the resolution at 1768 x 992, but for some reason this limits the refresh rate to 30 Hz and I have a black outline around the picture. What the heck is that? Is there any way to fix this problem? Thanks!

set it back to 1080p, go into the nvidia control panel and use the over/under scan options to fit it properly on the screen.
