Ill try this once i fix my graphics card. The graphics card is on and the fans are spinning but it isnt displaying. The light on the graphics card isnt on eitherIt all depends on Bios settings and if the system is under load. Run a stress test like AIDA64 or Prime95 and check your frequency then in Task Manager.
What other changes did you make in Bios.?
Oh ok thanksIt's very normal for cpu's to do this; When you're not using the CPU to the fullest, it doesn't have a need to clock high, so it just clocks lower. When you start actually using the cpu(eg. through a stress test or rendering etc.), you'll see it'll stay at 4.1GHz.
