I am going to refurbish an old PC for a friend. I was going to install my 430w evga power supply until I noticed that the motherboard power socket isn't a standard 20+4 pin socket. Unless we get a new motherboard I can only use the 180w power supply. Are there ANY cards that can possibly run with that low wattage power supply? Other than that he'll have to use the intel HD 4400 graphics.

a 1050TI is a max 75W card.

The 4th Gen i3's are max 54W. Add another ~40W for the balance (RAM, HDD etc), although 40W is probably overkill.
54+40+75 = 169W. Assuming the PSU is still in good working order and is capable of the 180W continuous (and not just 'peak'), it should be fine.
What are the actual specs of the refurbished system? Assuming it's some prebuilt HP or Dell with a proprietary PSU.

IF that's the case, you're going to be limited to 75W cards that pull solely from the PCIe slot.
Whether there's enough headroom on that PSU will depend on the other components, and the age of the system.
If the max draw is <100W for the balance of the components (it should be), you *should* be ok with something like a 1050/1050TI etc..... but unfortunately, without trying it out, there's no way to know for sure.

The Specs are as follows
CPU: Intel core i3-4170 (I think, I can't find concrete specs but it's a 4th gen i3)
RAM:4GB DDR3
HDD:7.2k RPM HDD (This is the only part I need to install to get it working)
PSU: 180w proprietary Lenovo PSU
CD Drive: Removed
Motherboard: Stock prebuilt board

Yeah, I would definitely have to use something that pulls power from the PCIE slot because the PSU doesn't even have a 6 pin PCIE cable. I'll check the power consumption of a ti 1050
