Question 1903 Major Gaming Issues

After updating to 1903, my gaming performance is shot. Running i7 4790k and GTX 1070. Cant get past 70fps in rocket league and battlefield 1 also terrible performance. As an experiment, I downloaded Ubuntu Linux and surprisingly had awesome performance in Rocket league. Is 1903 known to be causing issues with gaming?

I tried. even reinstalled windows and rolled back drivers
