The blur is caused by your computer using techniques to fake a higher resolution on your monitor to not have this blur you would need to run at the native resolution. A better solution is to get a monitor with a higher dot pitch than your current one but obviously this costs money but it is the only true solution to the issue at hand.
Otherwise trying to fake having 2 million pixels (1920x1080) with 1 million pixels doesn't work to well and will cause that bluring effect as each pixel on your monitor is trying to display what would normally be displayed in 2 pixels.
I am using a monitor which has a native 1366*768 resolution. When I tried to changed the resolution to 1920*1080p, the texts became blurry.
My question is, is it possible to make the display clear just like when using the native resolution?
Why would you want that high of a resolution? The monitor doesn't support it, you should only use resolutions it supports. Even if it isn't blurry, you won't see a difference.

[strike]Windows 10: Right click on desktop > Display Settings > Scaling > There's an option called "Custom scaling".
I don't think this function is available on Windows 7.[/strike]
EDIT: It doesn't go lower than 100% on Windows 10 too.
Any display resolution which is higher or lower than the monitor's native one will appear blurred - - - there is no way to avoid that other than by using only the native resolution.
