1920x1200 native resolution cropped

My monitor: PLE2607WSV
GPU: EVGA GTX 1070 SC
I use a HDMI to VGA adapter (This one I think)

My monitors native res is 1920x1200 but when I select this option in the Nvidia Control Panel or in Windows settings, 1/4 of the screen on the left is cropped. I only see full screen when I choose the option 1600x1200 in the Nvidia Control Panel.
I tried updating drivers, and messing with the "Adjust desktop size and position" in the Nvidia Control Panel.

I need the resolution to be 1920x1200 so a program recognizes it, as it doesn't support other resolutions... don't ask, long story

Any help?
 
I have an older Samsung that's the same resolution. Have you checked your settings in the monitor itself to ensure that the resolution is being defaulted to what it should be? How long has it been going this? Correct me if I'm wrong, but i a VGA Dsub 15 connection the only one available on the monitor?

If I go to the "Information" tab in my monitor settings it says "Resolution: 1600x1200".
This first happened when I upgraded from my old graphics card.
And, yes it's the only one available.
