1GB vs 2GB of VRAM

Is that extra GB of video memory worth the extra money, im building a budget build and i use a 720p monitor. 1360x768.

My specs are

FX 6300 6 core 4.1ghz
4GB DDR3 1600mhz ram( soon will get 8gb)
amd hd 4670

The graphics card upgrade im doing is between the r7 260x 1gb and the r7 260x 2gb. Should i spend the extra money. Will it make any differents.

Depends on game. Some games will automatically lower your graphics details if you have 1 gig or less.
The more bells and whistles you turn on, the more VRAM is used. Do you like Anti-aliasing? You are gonna need more VRAM. How much more and if 1 gig will suffice depends on the game.
2nd question is, if you turn on AA etc, will you have playable frame rates?

personally i dont check frames but ive ran gta 4 maxed out like all the assasains creeds maxed apart from unity (game not made properly) , it can run racing games well at max , i run warframe maxxed overall really happy with my videocard but dont compare my card to yours since in the real world each and every card is different and gpu makers are trixsters , e.g the gtx 650ti is about the same as a gtx 560ti right??? NOPE the gtx 650ti is about half the performance of the grx 560 ti
