1Gbps internet but only getting 100Mbps

We've upgraded our internet to 1Gbps and my computer only recieves 100Mbps.
My internet provider came out and tested the speed on this cable on his laptop and it came 1Gbps as advertised but he wasn't willing to troubleshoot my computer... So there's no problem with the cable. I've set Gigabit Ethernet Adapter to 1Gbps Full Duplex, Ethernet status still says 100Mbps.
Any ideas?

Specs:
Windows 10
Asus B85 Plus motherboard (has 1Gbps support)
8Gb Ram
GeForce Gtx 1050 Graphics Card
Intel Core i5-4460
120Gb SSD + 1Tb HDD

Solution
my suggestion would be to make sure there isnt any dust in the NIC on the motherboard, beyond that try getting another NIC like an Intel CT2 Gigabit desktop adapter (pretty cheap). I have had various issues with Realtek ones

A couple more things to check:
1) Are you plugging your computer directly into the same port as the cable tech? No other switches in between?
2) Have you tested with a known, good, CAT cable? A bad cable will cause the ports to negotiate down to a lower speed.

Manually changing the link speed will cause speed and duplex mismatches unless you set both the router ethernet port and your computer to use 1000 Full, please just set it to auto.
I just want to clarify you are seeing 100Mbps, and not 100MBps (big difference between the two), link a result from speedtest.net?
