Would This be able to play GTA V. If so what Average FPS,Settings ect.

Yes lowish settings @ 1080p or mid-high @ 720p. That is a terrible motherboard though. If you are really strapped on your budget, you would be better off going with the Athlon x4 860k on a A88 motherboard or a Pentium g3258. ALso try to at least get a 750ti or R7 265 if you can.

Yes. That is much better, but I recommend this Gigabyte board if you can get it. Also, the R7 265 is bit better than the 750ti for similar money.

I got a 750 ti for my computer and I wouldn't recommend it, It was better for editing when it came out and was okay for gaming, since gaming graphics were basically fallout back then, I recommend a the R7. However don't think this game will play games like Far Cry and the Witcher 3 with awesome settings, expect latency and frames drops at a comfortable 30fps at 780p on lod-mid settings.
 
Both the 750ti and R7 265 would EASILY game on ultra settings @ 720p and they'll handle pretty much every game on med-high settings @ 1080p and will even handle ultra on some titles. Bottom line is they are decent 1080p gaming cards. Key word is decent. You get what you pay for of course.
