1y/o homebuilt PC- was in use then shut down and now the fans only spin for a sec

My younger brothers Pc shut down after ~15min of use yesterday and now when the power button is pressed the fans spin for less than a second (no boot). the system is almost exactly a year old and the problem doesnt seem to be PSU related(i tested in my Pc and it seemed to work fine)

I tested it down just the Mobo and the cpu and the problem is still happening so i feel safe saying it isnt anything else and as i said it doesnt *seem* to be the PSU

MSI z87 G45 Gaming Mobo
8gb corsair vengence (2x4gb)
XFX pro550w PSU
MSI gtx760 GPU
 
He says it was completely unannounced, I really just wanted to know before we tested the CPU in my maximus vi extreme mobo. 'Cos taking apart more computers just isn't as fun as it used to be. But you think the mobo is fine?
 
Ironic, this happened to me yesterday and the issue was motherboard was short-circuited.
Unless you've opened the case and done something inside then motherboard shouldn't be the issue. So more likely it would be the CPU.
If it's under the warranty I would get a new one.
Just to be 100% sure maybe use different RAM ? Anything on the screen ? Any beeps ?
