2- 4 mbps dl speed!!!!!!!

Ok so I have a brand new custom built computer. this is my build, i tried building it myself but couldn't do it (first time) so i had a professional do it for me.

I have had issues from the start with this machine! once it was built, my internet was so slow and i kept lagging in fps games, i checked speedtest and my dl speed was always in the 2-4 range! I practically have a dial up connection. Anyways I figured it was my ISP, so i asked my mom to switch us from att to xfinity (i'm 17). Our new plan is supposed to have 50 mbps of dl speed, our att one was supposed to have about 25- 40? i dont remember.

So my mom and sister are on their laptop, with a wifi connection, perfectly fine, getting about 45 mbps on speedtest. I am connected to ethernet, so i should be getting a connection just as good as theirs or even better! I called xfinity and they tried resetting the modem, had me check everything making sure its in tact, all the ports are fine and i tried 4 different ethernet cables. So I've ruled out the issue isn't with my isp, it's with my computer. i was getting this error message when troubleshooting

your computer appears to be correctly configured, but the device or resource (dns) is not responding

so i changed my dns settings to the google public ones, and that didn't do anything to the speed, but now It says i have no issues when i troubleshoot.

I figured, ok well I have windows 8.1 which is known to have so many issues, maybe it isn't compatible with my hardware? idk. I also went to my motherboard site and tried to see if i needed a driver update, i updated my lan driver and that didn't do anything. I tried uninstalling and reinstalling, the drivers, that didn't do anything.
