2.5 GHz CPU running at .40 GHz

I've noticed my computer running a lot slower than normal the past few days. In the Performance tab in windows next to Utilization, it says 0.37 GHz for speed. It's an i5 @ 2.4 GHz. I also ran Intel Extreme Tuning Utility and it says Max Core Frequency: 0.40 GHz. Should the Max Core Frequency be near 2.4 GHz instead of .4? I thought this was the problem but I'm not sure how to correct it.

i5-6300U CPU & 2.40 GHz, 8GB RAM

A co-worker disabled the IntelPPM registry setting and the speed then showed 2.50 GHz but utilization was near 100%. Someone online then mentioned unplugging the power cord on the laptop and holding the power button in for 20 seconds. I did that and bootup time was fast again and utilization wasn't 100% anymore. It varies now and is in single digits sometimes. So then I went and enabled the IntelPPM setting again in the registry and didn't see much change. The cpu reading actually went up to 2.87. It's running smooth now, but I really never did figure out what caused the issue or what the exact solution was.
