First one is more powerful gaming pc.

Higher cpu clocks, more game don’t use more than 4-6 threads, having them running at higher speed improves fps.
Thread counts beyond 8 are waste of money for gaming, The extra cores doesn’t count towards performance and translates into heat, and limits your max clock rate.

1080ti vs Titan xpp is about the same level of performance, 1080ti is lesser in terms of spec, but water cooler version can reach higher clocks without thermal throttling. Plus there are two of them, in case of a game that supports sli, It will destroy Titan xp p in performance.

Thanks for your help. I'm not too familar with pc's as such ive just come from console. I'm looking for a pc to stream and game on, i know people use seperate pc for streaming but i'd like to do it in one. And will not be building. From this link

Could you tell me which one im best of with, budget isnt a problem

it depends on what type of upload you would like to set. 1080p60fps. 8700k should be fine. 8700k is a good balance of speed and core count. You also want to have 1080ti or 1080ti in sli for graphic card as some game don’t support sli.

8 pack comet/asteroid

If gaming, those two builds are very bad bang for the money. X299 is for productivity work, not gaming... No game can use that many cores effectively and this will be the case for quite a long time. 8700k + 1080ti is good enough and will have better FPS than above build for less money. Are you open to build yourself?

My friend can build but i really dont have the time too. So i should be aiming for 8700k with a 1080ti? best possible combo?

That comes in at £2650 with a strix 1080ti & 32gb ram , paying £600 extra for an extra 200mhz overclock is nuts
