Question 2 completely different games stuck on one display resolution ?

I have this weird issue, with only Guilty gear strive and rocket league. When I enter the game, there is only one resolution option. In rocket league it's 1920x1080, unless I turn off steam cloud sync and change the config manually. In guilty gear, it's 1280x720. There is one fix for both games - go into windowed mode, then borderless and voila - the game says it's 1280x720, but the game is actually in fullHD. But, in guilty gear I have noticed, that some parts of the game remain 720p, e.g. the health bars ingame. Haven't noticed the same for rocket league since after a restart, it somehow switched to 1920x1080 and now that is the only option. This issue has not happened with any other game. I installed 3 new games today to check, and I could freely change the resolution in them how I wanted.
Also guilty gear is not linked to the cloud, so that fix won't work.
I'd like guilty gear to run in true 1080p. What is a possible fix?
