I just bough a new pc. 8700k and gtx 1080. I also have gtx 1060 laying around. I was curious if it was possible to have both in the pc. Use 1080 for gaming and use the 1060 stictly for encoding. I have another pc that I use to stream youtube. This one will go to twitch.

My understanding is that the hardware decode on the GPUs is purpose-designed, fixed function hardware. In other words it uses separate hardware from what your GPU uses for gaming. That's why you see basically no impact on FPS by enabling hardware based streaming/recording.

Sooo, while this doesn't directly answer your question, there's basically no point adding a second GPU for encoding purposes. The encoding from your 1080 shouldn't make any tangible difference.
