2 Fans neede to be started manually in order to start spinning

I have 2 cooler master fans 1 cpu and the other is normal .
Everytime I turn the computer on all of the fans start working except for those 2 . I have to spin the manually so they can start spinning bit the weird thing is that they're LED light is on but they won't turn on .
I even tried to control them from speedfan but nothing happend i still have to do it manually .
Any answers ??

Might want to share your full system's specs with us. How are the fans connected in your system? Have you tried connecting them off another header/adapter? If they're connected off the motherboard header, you may want to verify and see if you're on the latest BIOS version for your motherboard.

My specs are :
CPU: I7-2600k
GPU: GTX 570 OC
RAM : 16 GB Corsair (2×8)
Moth: G1 -sniper 3
And i did try another adapter for both of them

Doesn't it kinda obvious that you fan is almost spoil since you need to your finger to spin the fan before it can run since. It mean it no longer have enough torque to spin from still and need your to gain momentum before it can spin.
