Question 2 graphics cards only 1 works

I just built a new system with a 3700x, an ASRock steel legend x570, a rx 5700, and a rx 570. I need the 570 to drive more displays, h nce the 2 gpus. the 5700 is in the top slot, but only the 570 will display an image, and is detected as the primary card. Both are recognized by adrenaline. How do I get both cards to display?

I actually fixed it the same night by leaving the hdmi plugged into the gpu for like 10min until it showed up
