2 major problems i need to fix asap

Hello, a few months ago i decided to build a new pc with this
CPU: AMD FX 6300
MB: Asrock 960-vgs3
RAM: 2x HYPERX FURY 4GB 1600MHZ
GPU: R7 250
My first problem is that i have random fps drops in all games fps drop to 10 - 20 until i close the game or alt+tab for a while.
I changed drivers a million times and no fix I just don´t know what to do anymore.

Now my second problem is driving me crazy
A few weeks ago i changed my psu to a new one, i went from a generic $15 one to a Cougar RX600 80 plus
Now my PC will randomly turn off and my cpu fan wont reach more than 5000rpm (it used to go up to 6300 -6400 with the old psu)

I just don`t know what to do anymore i will end up burning my pc of the frustration.

What games are you playing?

As for the PSU one, I'm not sure about it

Have you turned off turbo core for your 6300? Do so in AMD OverDrive.

There's many reasons why you could be having fps drops.

And for the PSU, the reason why it might be shutting off is due to the fan not spinning fast enough, causing your CPU to overheat and shut down during load.
