2 monitor setup

I have one monitor connected to the graphics card and the only other VGA slot is on the motherboard. Windows 8.1 does not detect the 2nd monitor. Is this because the first one is configured through the graphics card? Can I just use a splitter to extend the display? Any help is appreciated.

Graphics Card: Sapphire Radeon R9 270X 2GB Vapor-X
Motoerboard: ASRock H97 Anniversary

I would grab a DVI-I to VGA adapter and run both your monitors off your GPU.

Using a splitter would mimic the output, not enable you to extend.
