2 Monitors 2 GPU's 1 Major issue

Hello first time poster, long time lurker, currently I am attempting to use OBS to stream gameplay,

Specs
i7 8700k OC 5GHZ
1080 gigabyte oc
r9 380 xfx
32 gb g.skill 3200

heres the issue, I have 2 monitors (144hz and 30hz respectively) my 144hz is running off my 1080 via dual link dvi, whereas my 30hz TV is running off my r9 380 via hdmi.

If i play a game in fullscreen mode on 144hz and have my 30hz active this will not lock my frames, however once I begin trying to record with OBS my frames become locked. (CS:GO for instance which)

Likewise if I run fullscreen windowed, my frames are locked without obs, mind you these displays are running on completely different GPUs.

Hello. I'd like you to right click on the desktop and go to displays. And then if you're on windows 10 go to the advanced. And right click on the 144 hz monitor. And go to properties. And see in there if it's actually running at 144hz by default or if it's running at 30 all of the time instead. It makes me think that could be it because you said it works when you're in a fullscreen game but not with obs or if it's fullscreen borderless
