Question 2 NVIDIA 1060 GPUs - only 1 works but both have to be installed

Hello, I am stumped as to what is going on with my gpus. I have a pair of ROG STRIX 1060's, and no matter what computer, or OS, I put them on, only 1 will show as actively working in Device Manager but they both have to be setup. When they are both installed, no matter what version of drivers I try, only 1 of them will show as functioning properly in Device Manager. As soon as I remove 1 of them the other stops working, no matter which one I remove. So I have to have both of them installed and setup just to get 1 to function properly. They are not setup to use SLI, or anything like that. I've tried on fresh installs of Win10 and Win8.1 with the same results. Any ideas or suggestions would be appreciated. I've tried many times to just get 1 to work by itself, with no luck. As soon as you hook up the 2nd one it works, then if you remove the 1st one the 2nd one stops working.
