So, my current PC is an AMD 3600X cpu and a 1660 Super GPU. I am buying a new computer 5950X and a 3090 GPU. My question is: If I use my 1660 Super as the Streaming PC, will that be enough to process my stream to deliver 1080p@60? I'll be gaming on the 5950X and 3090.

The 1660 would be enough with any CPU that can barely even reach windows...it has hardware acceleration and doesn't need the CPU at all other then to launch the task.
If you get an elgato for this task there are versions that also have hardware acceleration which would be pointless.
And you will need some extra hardware like an elgato to do this since desktop GPUs do not have any inputs, all their ports are output only.

I'm getting either the avermedia live gamer 4k or the elgato 4k60 pro mk2... Going to play @1440p and probably downscale the stream to 720p@60 (been reading where 1080p would have problems because 1440p is a better multiple of 720p, or something like that).
