It's not that the 1300 isn't good, it's that intel makes TREMENDOUSLY better gaming-oriented chips. If gaming is your primary concern, yes, stick with intel. However, if you're only gaming at 1080p 60 FPS, then there are some changes I'd make to the build. First, you can get a 1060 6GB of the same quality for cheaper. You also get an SSD, which is MILES faster than any HDD on the market. The CX450 (2017) is of better quality than the 2015 versions. It will be enough for a Ryzen 5 1600 + 1060 or 8400 + 1060.
 

Well, I wouldn't say "tremendously" better. Compared to Ryzen, they only have slightly better performance in games. And prior to Coffee Lake launching, AMD's Ryzen was offering significantly more cores and threads at any given price level, so AMD's Ryzen offerings were arguably better suited for many newer and upcoming titles that will utilize more threads. Even after Intel launched Coffee Lake, AMD was still arguably offering notably better value for gaming CPUs in the lower price range, until Intel finally got around to launching less-expensive motherboards for these processors just recently. Now that they have though, the 8100 is more worth buying for a gaming system than it was before, since it no longer needs to be paired with a $100+ motherboard.
