2 pin fan connector

included with my mobo was a sata to 2 pin cable. the connector itself has 4 pins but I can see that only 2 are going to do anything because only they are actually connected. is it safe to plug in a 200mm phanteks case fan when there are only 2 pins.

Plugging the fan into a SATA power connector from your PSU via the adapter cable you got? Yeah, it's safe, but you won't be able to control the speed (will run at full speed).
