2 sticks of 16gb ram installed (32gb total), each stick detected as 4gb in bios

I recently upgraded my mobo to a AsRock x79 Extreme6 along with 2 G.Skill Ripjaws 16gb (2 x 8gb) 1333MHz sticks of ram for a total of 32gb. The UEFI is reading both as seated correctly but is only reading them as 4gb each, for a total of 8gb.

I have also tried another set of 2 8gb sticks and it still reads both as 4gb each, which leads me to believe it's a problem with my motherboard . The hardware itself was a gift from a friend who upgraded his system, so I know that both the motherboard and the ram work, all drivers were installed for everything. I ran the windows memory diagnostic tool and it came up with no errors, also I have Windows 10 Home 64bit installed so I don't think windows is the issue. I have tried putting them in all slots (all A1, B1, C1, D1 combinations) I have no idea why it's reading a 16gb stick of ram as 4gb.
