2 sticks running at 1600 and 2 at 1333 why

i have a z87 pro mobo and have a 16gb g.skill kit and a 8gb g.skill kit the 8gb kit is running at 1600mhz and the 16gb kit is running at 1333mhz i turned xmp on and its still doing it and i need help, here is a link showing how its running http://i.imgur.com/RB820kP.jpg and here are the links to the ram http://www.newegg.com/Product/Product.aspx?Item=N82E16820231428 http://www.newegg.com/Product/Product.aspx?Item=N82E16820231489 one is 9 9 9 24 the other is 10 10 10 30 and ive set the timing manually to the slower one hoping it would work and i cant figure it out pls help

The first link is simply showing what the SPD info from the sticks are, what does CPU-Z (free app) show on the memory tab next to frequency - my guess is 667 which would indicate the DRAM is a t 1333 as it's DDR (DOUBLE data rate), might even be at 533
