My pc has 2 video cards:Intel(R) HD Graphics 4600.NVIDIA GeForce GTX 970from some reason it seems like the nvidia card doesn't work at all.
when I try to run games like FarCry 4 or assassin's Creed Syndicate the FPS is 15.
what is the problem and how do I solve it?

You have your monitor cable plugged into the wrong port on the back of your PC. You need to plug the monitor cable into the Graphics card directly. If you are not sure which port this is, and are not comfortable with opening your PC to find out, keep plugging the monitor cable into different ports on the back of your PC, until you notice an increase in performance (fps) or MSI afterburner shows that your GPU usage is above 0%.

Is this a laptop or a desktop pc? If it is a desktop, make sure you have your video output cable (hdmi or dvi most likely) plugged into the gtx 970 and not the on board intel graphics.

You could also use a program such as msi afterburner to monitor your graphics card usage to see if it is being used.

Plug the monitor cable into the card! NOT THE MOTHERBOARD!
