2-way SLI GTX 680s Underclocking Too Much!

First, system specs: Windows 7 Ultimate, i7 3770k @4.0GHZ, 16GB Corsair Vengeance DDR3 1600, EVGA SuperClocked GTX 680 2GB GDDR5 -SLI- Gigabyte OC GTX 680 2GB GDDR5.

As far as I know, that is all of the relevant data related to system specs, but I've a DxDiag report ready, if need be.

Simply put: I do not overclock my video cards(manually, anyway. EVGA Precision X software does occasionally), so they run at their default clocks of (EVGA) 1058MHz and (Gigabyte) 1071MHz, or rather they are supposed to. Often times, even in demanding games such as Metro: Last Light on highest settings and even Last Light with three display surround, my video cards underclock themselves(I'm guessing this may be the doing of EVGA Precision X) to obscenely low clocks(Gigabyte is running @705MHz with 987MV & EVGA @324MHz with 987MV) in games ranging from intensity of the aforementioned game to the Mount and Blade games, always resulting in low FPS.

All I wish to do is force my GPU clocks to their defaults so I can play demanding games on my system that should be more than capable of handling them.

After fiddling around some, I discovered that it was that I had Frame Rate Target box checked(It was set to 60 FPS), but once I unchecked this, the screen tearing I've also been getting in games as well as the low frame rates are both gone. In addition, I've locked the profile to what I want it at, rather than leaving it unlocked and the settings seemingly randomly resetting.
 
in the nvidia control panel do you have the power saver setting set to max or adaptive?? if it set to the second one set it to max. also make sure that you set a new fan profile that turns the fans on sooner then the drivers or the cards bios. if the cards fans are sitting at 30-40 percent the cards are going to hit there thermal limit and clock down.
 


Yes, I do have it set to Prefer Maximum Performance in the Nvidia control panel, and I have always monitored the temperatures and clock speeds of my GPUs in the RivaTuner OSD. My GPUs will hit 55 degrees fahrenheit maximum when I run benchmarking software. It is also the case that the video cards have never underclocked while running a benchmark.
