My neighbors are using my wifi and they are taking all the speed. I want to make 2 wifi connection in a single router with different bandwith allocation. Is it possible? How?

Solution
Maybe don't let them use your router in the first place.

You need a router that has fairly advanced QoS to even consider this. Even then it will not be as simple as "neighbors devices" how would a router know that. You will have to build list of either ip or mac addresses.
