Maybe don't let them use your router in the first place.
You need a router that has fairly advanced QoS to even consider this. Even then it will not be as simple as "neighbors devices" how would a router know that. You will have to build list of either ip or mac addresses.

to answer your question, technically speaking yes you can get a dual band Wi-Fi router with a "guest" account and limit priority and bandwidth of your guests with QOS settings.
