It depends on the game but with Ryzen you'll want the 3200mhz because even if you don't see much of an improvement in FPS it will be more stable (less dips) then slower speeds.
Let's just say I could buy a low end gaming mouse if I go for 3000mhz..maybe 1-5 FPS difference in some games. absolutely not worth it if you have a 16gb 3000 $$$ deal
For Ryzen, there will be a slight improvement in framerate and stability going from 3000mhz to 3200mhz.
It should be worth the extra money to get the 3200 over the 3000mhz.
Not sure how the third generation will like faster ram, but the official memory spec is 3200mhz, so the faster ram should be a benefit there as well.
