$200 is ridiculously low, even for a regular ATX build. Going smaller makes it more expensive. If you want new components, $300 is really the lower limit. If you cant spend that, craigslist is your friend.
 
What are you wanting to do with this itx build?

No matter what you are not going to build an ITX machine from scratch on under $200, even with no operating system.
Here is the cheapest you can do, this has no windows on it, low end cpu, no dedicated GPU, and only 4gb of memory.
This will be fine for Linux htpc, digital signage, or as an internet browsing pc but this is not going to game at all:

I have an os. I need it to be portable and play League of Legends at lowest settings. Smaller the better.

About the $200 build, is the case portable? About how big is it?
 




Looks good, except I don't trust all of the dealers for returns of defected parts and such.
I have Amazon prime and prefer amazon and newegg. When I look what it would cost from those two, it's over $250.

All I really need is for it to be able to play League Of Legends when I'm at a friends house.

Having an OS helps, I would not choose to spend my money on most of those parts. The PSU's are too sketchy for my taste. What will you use for monitor and input?

Too much for you, but I'd consider using it.

 
The AMD 2650 build is not going to play any game with any usable performance, even on lowest settings. It is designed for very very basic needs systems for business or so grandma can get on the internet and to her it is "fast" that it only takes 5-8 seconds for a webpage to load.

If you want something of any quality that will last and is fully adequate for the job you are going to need to increase budget to around $300.

The other factor too, while portability is nice, you are very limited. No matter how much money you have in other parts, you wont be able to play mainstream games because your case and your power supply flat out wont support a full size graphics card.
 


Hmm. I really dont want to spend like any money, I just wanted to build it for fun and have its use be portability. I may have to rethink this.
 


Try to find someone who needs a computer, and convince them to let you build it. You get the fun of building it, at no cost to you.
