200 ping spikes every 2-3 minutes

I have weird ping spikes that occur on completely random times.
It's a half a second to a second lag spike.
Download/Upload speeds are completely fine.
I ran ping test in CMD with "ping google.com -t" the image below shows some parts of the 10 minute test.

I've bought a completely new router TP-WR1043ND and I'm using the cable that came with the router to connect it to my pc.
ISP says that there is no problem.

I have updated my network drivers, though I'm really not sure if they are not causing any problems

sounds suspiciously like a background program requesting updates. randomly requesting info from server to update your live mail box? skype background? other messenger program? pop mail to outlook thats on? cloud backup utility?

This is also a common problem when some one has a (in my case a samsung piece of shit) tablet with constantly open mail apps and newspaper feeds (not my tablet i wouldnt cause myself grief). yes i only have 5mb d/l so it affects me a great deal more than others.

Best check all your background programs
 
So you seem to have ruled out issues on your end. Are you pinging between 2 local hosts? Because ping is affected by every device(on the internet) that a packet travels through, there's not a lot you can do for external ping issues - unless you somehow manage all those devices. What is happening on the other end?
 


Disabled my background programs and went through task manager disabling more. Not the problem
 


Pinged different websites, still the same.
Only my pc is connected to the internet, nothing else

It's not only in browsers, it's in games too. I play a lot of high competitive games, that's why it's such a trouble.
