Budget Range: Would like to be under $2000

System Usage from Most to Least Important: Gaming , watching shows on Hulu , Duel monitors so I can do both at the same time .listen to music,

Are you buying a monitor: No . I have what I think is a good monitor.

Parts to Upgrade: CPU, mobo, RAM and maybe a new SSD..anything that I haven't thought of.

Do you need to buy OS: Yes

Mostly play World of Warcraft .A quiet PC would be nice but performance comes 1st.

It's been about 5 years since my last build and my MB and GPU have failed. I'm ready for an upgrade.

My 2nd monitor is nothing fancy but fine for now I think. ..Samsung SyncMaster 2433BW
I'm thinking I may need to upgrade the hard drives too.

That is a pretty big budget for the number of parts. Here is my thought.

i7-9700k 8 cores of high clock speed. You could use the i9-9900k as well if you wanted. RTX2080 which should be overkill for 1080p 144hz, you can also opt for the RTX2080Ti. Or spend less on an RTX2070 or RTX2060.

Added some Corsair SP120 fans to mount to the CPU cooler. You can get a few more if you want, or get some AF120 to use as case fans. (Or any other fan really) While you can overclock the CPU, the Evo212 should be enough for stock settings. Though, if you wanted to overclock, a liquid CPU cooler, or a much larger heatsink would be advisable.

Tossed in a 500GB M.2 SSD for the OS. You can wipe your old SSD and use it for anything you want to go quickly...

Thank you , Eximo. I'll look into an adapter . I've been doing a lot of research on monitors and it looks like my LG 24GM77-B 24 is one of the best 24" 1080p monitors as far as I can tell.
I've read that the RTX 2070 is op for 1080p and can't handle 1440p or 4k . Some say it can handle 1440p or 4k . It's a bit confusing to me. I'll just stick with what I have for now. Thanks for all the help. My parts should all be in by Friday so I'll see how it goes from there.

I run 1440p on an older GTX1080 which is roughly as fast as an RTX2070. There are certainly limitations, but most titles will achieve 60FPS with a few tweaks to the settings. I play mostly older titles as most of the newer multiplayer games don't offer anything new, and I am not a huge fan of the typical RPG coming out these days. I average 80-90 FPS on the titles I play at maximum settings, mostly Unity, Unreal, or CryEngine based titles. I artificially limit WoW to 100FPS to avoid extreme coil whine (Which really only happens in WoW, still a mystery but I found many people complaining about it online with Pascal and Maxwell GPUs).

Most people assume 60FPS and max settings when talking about GPUs and performance related to resolution. Better to have lower resolution, higher FPS, and higher settings than to have a low quality image rendered with more pixels.

When they say it can't handle 4K they mean at high/ultra settings and getting a reasonable FPS. You might be able to get 45-50 FPS at medium settings, but most would say that 1440p at high settings at 60 FPS would be the better experience. RTX2070 at 1080p should let you run everything at maximum settings.

Would really need a comprehensive game list to give you real figures though, and you could look up various benchmarks on your own.
 
For 1440p 144Hz or 4K 60Hz RTX2080Ti is required. RTX2080 is more suitable for 1080p 144Hz or 1440p 60Hz. RTX2070 is suitable for 1080p 60Hz. If you plan on playing older titles or less graphic intensive titles then things go as Eximo explained above. But the newer titles specially graphic intense titles are lot more demanding than expected(unless you are fine with dropping settings below High-Ultra which kills the requirement of powerful hardware and taking pleasure in the beauty of game). The upcoming Games will be even more demanding.

Eximo explained and covered everything in detail. Hope now the concept of choosing suitable GPU is clear to you. I usually recommend going a tier above of your requierment as it lasts you longer and gives you satisfaction by handling each and every case you throw at it.

Apologize in advance for beating a dead horse, but if you are getting a system that nice you need to get a better cooler than the 212. The 9700k is at least as hot as my 8700k and my Cryorig H5 is barely enough to keep it cool under load with MCE (i.e. 4.7 all-core). Could I crank up the fan speed to obnoxious levels and go higher? Sure, but I wouldn't.

At least do MCE and get the most out of all 8 cores.
