Currently running a budget build from 2018 and was looking into upgrading also on a budget for 2020.
Current setup:
i5 7600k (not overclock)
gtx970
h110m-a mobo

What I was looking to upgrade to:
ryzen 5 3600
gtx 1660s
b450 mobo

Not sure if I should replace the i5 7600k tho

I know new cpu's and gpu's are being talked about but I know I won't be able to afford those so this is what I could think about.
Any suggestions or advice.
Thanks in advance.

You might want to get the 1660S first and see if it improves the gaming experience for you. The i5-7600K is still very capable of handling that card and should be a major improvement at almost any resolution.
If more threads are what you need, replacing the 4c/4t CPU with the i7-7700/7700K is another option.
All much less expensive options than a new platform... unless you just have the 'itch'. That happens to me a lot.
