Which one should I choose in terms of value and efficiency? And what brand should I take.Zotac or Gigabytes?Processor is Ryzen 5 3600x.

Solution
Nah! You only need an RTX 2070 if you are gonna run a solid 144Hz setup or 1440P. Your monitor is max 75Hz if you pair it with 2070 you will probably be running vsync because of screen tearing. Tbh a 1660Ti can do 1080P fine. I would strongly advise you to get a 144Hz monitor if you are buying anything over an RTX 2060. Or buy the card you want and get a monitor later when possible.

Zotac RTX 2060 Twin fan here. All i can say is no unless you have an insane case with great cooling or willing to undervolt and stay in stock turbo clock even then there are some games like gears 5 that push the temps up. Zotac RTX 2060 Super card seems to have the same 90mm fans as mine. Trust me they do not help even if you crank them upto 100% and you can only control one of em. These youtube tests are done in open bench so don't fall for them.

RTX 2060 Super would suffice for 1080P 144Hz it is pretty much an RTX 2070. So you could just get that and spend the rest on a 144Hz monitor. But at the end of the day all this depends on your needs. I can tell you one thing though the jump from 75Hz to 144 will be night and day. You will never go back.

what about driver issue?
Specific driver issue, or problems in general?

Gpu drivers are like wine: they get better with age. And being that 20-series are more of a refresh of the 10-series gpus, the source of their drivers are 3 years old.
AMD's Navi is quite young, and will take time to iron out most of the bugs. But they(all companies) rely on 'early adopters' to help them optimize said drivers faster.
AMD has just about always been on the slow end with their drivers due to finances. The larger companies, such as Nvidia and Intel(when it isn't being a lying arsehole), can afford to send teams to the different software and game devs to optimize drivers to work with their hardware.

Even though AMD has been kicking ass in the value market, if you look around, you may notice that people with Intel/Nvidia oriented builds appear to deal with fewer problems -
I'm not going to say they'll be completely devoid of problems though... they're just the more stable platforms.

How about the performance? Still the same as the trio?
Performance between 2 cards of the same model is going to be irrelevant.
Make your choice between:
-Price
-Looks

-Noise & cooling: while the 3-fan models should provide better cooling than dual fan, that doesn't really come into play until the higher rpms, or max, in which case, comes with more noise.
How well the card cools will depend on how good your case cooling is anyway.
