Question 2070 Max-Q won't go higher than 300mhz Alienware m15 R2

Hi all,

A few days ago I was in the middle of playing Diablo 4 and my FPS dropped abruptly from ~90 to 15.

I'm using my Alienware m15 R2
- Win 11 Pro
- i7-9750H
-2070 Max-Q 8GB
-16 GB RAM

I'm unable to get back to any other frames above 19 max.
Things I've tried:
- DDU all graphics drivers and reinstall current drivers.
- DDU all graphics drivers and reinstall to drivers from earlier last month.
- Check all power settings in windows settings and Alienware Control Center.
- Manually set everything in Nvidia control panel to performance mode.
- Reinstall BIOS
- Reset windows to stock and go from there.
- Opened up the case to look for any dust/dirt/debris but it was completely clean.

I've gone and done all this and keep using FurMark and Diablo 4 to check my frames and they still are stuck incredibly low. It's as if my laptop thinks I'm running off the battery and power saver is on for the graphics card, but I've confirmed all settings are set to performance. While in Alienware CC and running anything graphically intensive, I see that the GPU usage says 100%, but the frequency will not increase past 300mhz. Thermal temps are in the normal range and don't really go past 67 because it's not fully utilized. Is this just a sign that my card is dying? It still shows up in BIOS, dxdiag, display properties, and the game itself. It's just strange I cannot get it past this limit.
