2070 on a 8x Pci Lane

Hello, I was just wondering about If my RTX 2070 is in an 8x slot will it get Bottlenecked?

8x slot or a 16x slot but running at only 8x speed? Is this PCIe 3.0 slot or 2.0?

I'm running a 2080 on a 16X gen 2.0 slot so it's equal to a gen 3.0 slot at 8x and it doesn't bottleneck the card.

I have a Ryzen 7 2700x witch only has 16 lanes MAX
I have an RTX 2070 for gaming and 1060 For Encoding.

my 2070 Alone gets 16 lanes but with my 1060 in there to both received 8 lanes instead.
do you think it matters if I have 2070 in 8 lanes?

BTW I don't know if it's 3.0 or 2.0? how can I find that out?
